    DEPUTY CHIEF OF PUBLIC HEALTH NURSING

     DIVISION OF PUBLIC HEALTH  City of Worcester                                                                                                        

    The City of Worcester seeks qualified applicants for the position of Deputy Chief of Public Health Nursing for the Division of Public Health within the Health and Human Services Department. Under the direction of the Chief of Public Health Nursing, the position will provide investigation and case management of all assigned reportable diseases within the City of Worcester and member towns of the Central MA Regional Public Health Alliance (CMRPHA). The employee will provide specialized case management for tuberculosis patients, case and contact investigation of patients and all reportable illnesses, through Massachusetts Epidemiological Virtual Network (MAVEN). The employee will work with community partner organizations and agencies to coordinate the care of patients and do so in a culturally competent manner. Additionally, the role includes the investigation of foodborne illness complaints, blood pressure clinics and supporting mobile vaccine clinics and mass dispensing operations. The role requires the use of the MAVEN and the Massachusetts Immunization Information System (MIIS) for case management, tracking and data collection. Flexibility to perform unexpected day-to-day tasks related to public health is required.

      ESSENTIAL ELEMENTS:

    • Responsible for investigation and case management of any assigned reportable diseases
    • Investigate foodborne illness complaints
    • Specialized case management of tuberculosis patients
    • Collaborate with partner organizations and agencies to coordinate the care of patients
    • Assist with the operation of seasonal flu clinics and other mass dispensing needs
    • Perform unexpected day-to-day tasks related to public health.
    • Travel frequently within the CMRPHA communities travel to other communities
    • In collaboration with the Chief of Nursing, conduct community education and outreach, and provide coverage in the absence of the Chief of Nursing
    • Assist Chief of Nursing with management, storage, and handling of vaccines (ordering, monitoring)
    • Assist Chief of Nursing with maintenance and updating of all nursing standard operating procedures
    • Respond to calls from the nursing call log within 24 hours/as needed
    • Assist with City outreach efforts as required by the Chief of Nursing/Department leadership or City Management
    • Flu Clinic preparation – assist Chief of Nursing with billing, updating forms, scheduling of multiple clinics across CMRPHA
    • Support Chief of Nursing with attendance at Tuberculosis quarterly UMass and MDPH meetings, Refugee Assistance Program meetings, School Wellness Committee meeting and any new initiatives that the department or city management requires
    • ·       Attendance of inter-departmental meetings and town Board of Health meetings
    • ·       Familiarity with records retention and management schedule
    • ·       Assist Chief of Nursing and the Epidemiology team with coordination and distribution of quarterly/biannual/annual communicable disease reports obtained through MAVEN
    • ·       Monitor and report communicable disease trends to Chief of Nursing
    • ·       Assist Chief of Nursing as the community liaison with long-term care facilities, assisted living, etc.
    • ·       Serve as 24/7 Duty Officer on a rotating basis
    • ·       Alternate participation in a 4 hour monthly UMASS Medical School Institutional Biosafety Committee meeting.
    • ·       Supervise the nursing team in the absence of the Chief of Nursing
    • ·       Assist with alliance town senior center programming
    • ·       Monitor state required paperwork for compliance regarding Body Art establishments
    • ·       Responsible for monthly orders and reporting of Narcan through Mass Narcan Distribution program.
    • ·       Perform all other duties as assigned by the Chief of Nursing in a professional, efficient, and effective manner.

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

    • Familiarity with the Massachusetts Virtual Epidemiological Network (MAVEN)
    • Familiarity with the Massachusetts Immunization Information System (MIIS) including monthly temperature log download into MIIS
    • Familiarity with Massachusetts General Laws as related to communicable disease investigation, surveillance and quarantine
    • Ability to manage multiple tasks in a detailed and timely manner
    • Ability to be flexible and shift priorities unexpectedly
    • Demonstrate cultural competence working with diverse ethnicities, cultures, and socioeconomic groups
    • Good organizational skills with the ability to develop timelines, meet deliverables and be autonomous
    • Excellent interpersonal skills and the ability to communicate effectively both verbally and in writing
    • Ability to analyze problems, provide alternatives, and identify solutions in support of established goals and projects
    • Ability to maintain confidential information
    • Ability to maintain, manage, and organize records
    • Ability to make formal presentations to small and large groups
    • Ability to prepare written reports.
    • Demonstrated critical thinking skills
    • Ability to interpret MDPH and CDC guidelines
    • Ability to supervise and delegate work to subordinates Comfortable with public speaking skills
    • Clear and demonstrated understanding of ICS (Incident Command System) structure
    • ·       Ability to respond to emergencies, and occasionally attend meetings before or after work hours.

    MINIMUM REQUIREMENTS:

    • ·       Bachelor’s degree in Nursing (BSN)
    • ·       Three  (3) years of experience practicing in the nursing field
    • ·       Licensed Registered Nurse (RN)
    • ·       A Valid Driver’s license

    PREFERRED QUALIFICATIONS:

    • Master’s degree in Nursing
    • Five (5) years of experience practicing as a registered Public Health Nurse
    • ·       Professional experience as a Public Health Nurse using MAVEN and MIIS

    SALARY RANGE: $73,258 - $95,716 annually, full-time, exempt, with an excellent benefit package
